It did seem like a bit of a cop-out. Letting Amber in on the secret would've been a gamechanger, for sure.
As for Amber smiling, I think that was just her being woozy, like Cedric was when his memory was wiped.
Less than ideal plot wise, but better in the long run. They preserved Amber's self-absorbed vs. Sofia's cheerful contrast for future episodes.

Cinderella III: Cinderella's stepsister resisted temptation and tried to be a good sister.
The curse of Princess Ivy: Sofia's stepsister resisted her jealousy and proving she truly loved her sister.
In these two movie, Anastasia and Amber impressed me.
