- “Steve made a mistake.
No, he didn't. He gave you that shield, not because you're the strongest, but because you're you. And you think if you had that serum, you'd be able to protect all the people you care about? Steve had it and he couldn't. You're a human being and you're doing your best. Steve gave people something to believe in, but you... you give them something to aspire to.” - ―Sam Wilson and Bucky Barnes

Synopsis[]
After meeting with newly elected U.S. President Thaddeus Ross, Sam Wilson finds himself in the middle of an international incident. He must discover the reason behind a nefarious global plot before the true mastermind has the entire world seeing red.[1]
Plot[]
In November 2026, Thaddeus Ross is elected president of the United States while Sam Wilson/Captain America and Joaquin Torres/Falcon are tasked to receive a special compound, known as Adamantium. Over the next few months, Joaquin tries to convince Sam to teach him his tricks he used when he was the Falcon, although Sam jokingly is unsure. Ross does his acceptance speech and asks for his daughter, Betty, but is informed that she hasn't reached out to him.
In April 2027, Sam and Joaquin are invited to the White House for their recent success and meet up with Isaiah Bradley for training purposes. While Sam takes a call from President Ross, Isaiah trains with Torres and Sam informs Isiah that he was able to extend an invitation to Bradley, but he is unsure because of his dislike for Ross. However, Sam is able to change his mind so Isiah uses the suit he wore for his wedding with his late wife. On the way to the White House, the three bond and have their photo taken before the president's presentation.
Shortly afterwards, President Ross pulls Sam aside to ask him to rebuild the Avengers although he questions it because it was originally Ross who tore the Avengers apart years earlier, to which Ross expresses his desire to change. Seeing Sam being apprehensive, Ross tells him to think about it. During Ross' presentation of the recently acquired adamantium, Sam tells Joaquin about Ross' proposition as he praises the two for finding the special compound. However, the celebration is short-lived as Isaiah suddenly stands up mid-presentation and starts shooting at the president, while two other men continue to do the same as everyone runs out. The president is saved as Sam tries to chase after Isiah who is running away as the police arrive. Although, Isaiah sees guns aimed at him and asks Sam what is happening, confusing Sam. Isiah tries to run, but Sam tells him it will be much worse if he does run, so Isaiah allows the cops to arrest him, asking them to not ruin his suit.
The next day, Isaiah is put in prison as Ross recovers from the assassination attempt and Sam visits the president. Sam tries to convince Ross to let Bradley go free, believing he did not choose to shoot, although Ross doesn't buy it and tells Sam he should stop trying to be Steve Rogers, which angers Sam, as Ross tells him to stay away from politic issues. Sam and Joaquin try to find a way to free Isiah as Sam visits him in prison. Isaiah believes he will never be released from prison and that he will die there, apologizing for letting Sam down. Sam tells Isaiah he did not let him down and he promises that he would set him free.
Joaquin studies what could have set Isiah and the other two men off, making them attempt to shoot Ross. While this is going on, Ross is determined to get Japan to sign a treaty, although they decline when he arrives there. On his way to Japan, Ross is spoken to through his headset by an unknown man, who threatens him for their complicated past and hatred for Ross. This slowly angers Ross, which causes him to slowly get more and more angry as time goes on.
Meanwhile, Sam and Joaquin arrive at a secluded location and learn that there is a buyer who has been giving Ross special pills and has been doing so for years. The two arrive at a lab where they learn that Samuel Sterns has become distorted over the years and is the buyer, being the one to threaten Ross' life for many years. Captain America and Falcon battle Sterns and his henchmen and run into Ross' assistant, former Black Widow agent, Ruth Bat-Seraph, who agrees to help them. Joaquin and Sam inform Ross about Sterns and tell him about the pills.
Sam and Joaquin fly over the Celestial Island and try to convince the Japanese that the Americans are not trying to start war, but Falcon is shot down and lands in the water, before being saved as Sam continues to battle those shooting at them. Joaquin is taken to hospital, where the doctors operate on him as Sam watches on. Sam is then briefly visited by Bucky Barnes, who comforts Sam, supporting him in the fact that this accident was not his fault. Sam expresses that he wishes he had taken the Super Soldier Serum, but Bucky assures him that even Steve couldn't save everyone even with the serum, and that he chose Sam to be his successor because of his good heart, not the serum, before Bucky must leave to catch a plane as he is now part of the United States congress.
Joaquin is later saved when Sam visits Washington DC, where the president soon transforms into Red Hulk after Sterns' influence. This causes everyone to flee and for Sam to battle Hulk as he destroys the White House and most of D.C. The two arrive at the cherry blossom trees where Ross said to his daughter, through a phone call, that he wanted to walk with her. After being convinced by Sam, Ross is able to de-transform back to himself and is taken to hospital to recover.
Shortly afterwards, Ross resigns at President as the White House is being rebuilt and Isaiah is released from prison as Sam has kept his promise. Sam visits Ross in the Raft, where he and Steve's team were kept years before. Ross has accepted his punishment and shows that he is trying to be a better man as Betty arrives and they spend time together, as promised. Sam then visits Joaquin in hospital with Isaiah, as Joaquin has just managed to come around after his accident. The two chat about the recent events and Sam officially makes Joaquin his successor as the Falcon, giving him the title, and promises to teach him all his tricks, only when he has fully recovered.
In the post-credit scene, Sam visits Samuel in prison, where he warns him of the dangers of other worlds, and to prepare himself for "the others".

Trivia[]
- This was the first Captain America film not to feature Chris Evans as Steve Rogers.
- This was the second film to turn a superhero trilogy into a tetralogy; the first being Thor: Love and Thunder, followed by Spider-Man: Brand New Day.
- The original movie title, Captain America: New World Order referenced the series premiere of The Falcon and The Winter Soldier, with both sharing the same name. The new title, Brave New World, is a reference to the famous Aldous Huxley novel of the same name, which in turn was taken from the William Shakespeare play The Tempest.
- This film marks the return of both Samuel Sterns and Betty Ross since The Incredible Hulk.
- Sam makes a subtle remark to the role of the Thaddeus Ross recasting. Sam comments "I'm still getting used to the new look", to which Ross (now played by Harrison Ford, replacing William Hurt) comments that he was told to lose the mustache.
- This marks Sam Wilson's film debut as the title character, Captain America.
- Joaquin's fall mirrors War Machine's fall in Captain America: Civil War. Both were left in a near-death situation. However, Rhodey was left paralyzed, but was given special devices to help him walk again, while Joaquin's heart had to be restarted and he had to stay in the hospital for a while.
- The fall also mirrors Nick "Goose" Bradshaw's fall in Top Gun, only Falcon survives while Goose did not.
- Just like his cameo in Ant-Man, Sebastian Stan was uncredited for his cameo as Bucky Barnes in this film.
- Isiah faces a possible death sentence for his attempt to shoot President Ross, but in real life, someone is only given this sentencing if they have actually killed someone.
- This is the first film not to feature the traditional Marvel Studios intro.
- This is the second film to not feature the Marvel Studios theme music after Black Panther: Wakanda Forever.
- Sam mentions he will rebuild the Avengers, officially giving the team a reboot after the events of Avengers: Endgame, and putting Joaquin on the team.
- The events of Captain America: Civil War are mentioned, especially when Thaddeus Ross made the Avengers sign the Sokovia Accords, which led to the team splitting up for years.
- This is the first film in a while not to have a tagline.
- While Sam is driving, Sidewinder shoots at the car, causing it to tip over and blow up, mirroring the scene from Captain America: The Winter Soldier, when the Winter Soldier fired at Nick Fury's car, which severely injured him.
- Due to William Hurt's death, all photos and footage of Thaddeus Ross were replaced with Harrison Ford in order to match his role in the film.
- The Illuminati from Doctor Strange in the Multiverse of Madness were going to appear in the film, before the script got rewritten, and it has been confirmed that they were the team that Samuel Sterns was referring to at the end of the film.[14]
- The trailer featured a funeral scene, which meant Thaddeus Ross or another major character in the film would have died, but it was cut from the final film.
- This is the second Captain America production in the MCU not to have its music score composed by Henry Jackman after the original Captain America: The First Avenger (which was composed by Alan Silvestri).
- Thus, it is also the first Captain America sequel not to feature any of the themes from its predecessors (especially that of the first film).
