Frank is the leader of the Stillwell gang and the former boss of Theodore and Amos, when the latter accidentally shoots him in the leg. He hears about the gold nugget Bobby, Clovis, and Celia Bradley find and plans to steal it. He impersonates a priest and goes to the bank it's in, but Bobby, Clovis, Celia, Theodore, and Amos get in the run. Because of a lot of gunfire there, he gives it up and lets Theodore and Amos have it. Russell Donovan and Magnolia Dusty Clydesdale stop him because he is kidnapping Celia. And in the end, Homer McCoy arrests him.

He is named after the infamous outlaw, Frank Stilwell, who was gunned down by the legendary lawman, Wyatt Earp, when he was suspected for the murder of Earp's brother Morgan. However, the Disney version of Stillwell has two Ls in his name whilst his real life counterpart had one.
