The Global Repatriation Council (GRC), better known as The Government, is an international organization created after the revival of the victims of Thanos, who erased half of the life in the universe. The Government helps the revived individuals who were displaced to reactivate their status and manage resources. The Government appears as overarching antagonists of The Falcon and The Winter Soldier.
After Steve Rogers retired from being Captain America, the Global Repatriation Council handled the Captain America mantle to John Walker.
However, Walker proved to be mentally unstable, culminating in an incident where he brutally murdered one of the Flag Smashers. When called forth by the Government, Walker called out their hypocrisy in that he was ostensibly acting on their orders.
