Harland Michael Williams is a Canadian-American actor, voice actor, comedian, writer, producer, musician, and radio personality. For Disney, he voiced Carl the Robot in the 2007 Disney animated feature film Meet the Robinsons, Cecilia the sea serpent and Captain Frost in Jake and the Never Land Pirates, Helper Hue in Penn Zero: Part-Time Hero, Pantsy in Kick Buttowski: Suburban Daredevil, and the Sandman in The 7D episode "In Yer Dreams, Pal". He also portrayed Fred Z. Randall in RocketMan and Warwick the Warlock in Spooky Buddies. For Touchstone Pictures, he played Doofer in Sorority Boys.
He later created, produced, and wrote Puppy Dog Pals, a Disney Jr. animated series that aired in April 2017, in which he also voiced Bob, the pups' devoted owner.
Williams was born in Toronto, along with his twin brother, Steve Williams. He enrolled in Sheridan College in 1983, where he studied animation and media arts while periodically working as a forest ranger at Fort Frances. It was there that he also began performing stand-up comedy. After making appearances on NBC's Late Night with David Letterman in 1993, Williams began starring in various films, such as Dumb and Dumber, Freddy Got Fingered, There's Something About Mary, Half Baked, Down Periscope, Superstar, Because of Winn Dixie, The Dukes of Hazzard: The Beginning, and Employee of the Month.
He also had voice roles in animated films and shows, most notably Lug in the 2005 Blue Sky Studios film Robots, Buckley in the adult animated sitcom Slacker Cats, and Hugo in the Skylanders spin-off television series Skylanders Academy.
Additionally, Williams is the author and illustrator of several children's books, including a series about a dinosaur named "Lickety Split", as well as books for adults.
