Haven City is a location from the 2020 Disney+ original film Artemis Fowl. It is a subterranean city located within the Lower Elements region.
Background[]
Haven City is located within the Lower Elements region where the underground action takes place. It is the largest fairy city in the Lower Elements region which includes a large number of modern technology, making it a city populated by fairies and other species within folklore almost equivalent to a futuristic city in a world where humans are absent. Various sorts of technology monitors showcasing newsfeed, including the theft of the Aculos, an artifact that is considered to be the source of fairy magic. The underground city also includes uses of transportation such as the Haven City Express as well as other air shuttles, resembling that of a futuristic city.
Most of the primary species encountered within Haven City are fairies as well as other certain other species such as goblins, elves, or dwarfs. L.E.P.RECON forces additionally monitored an attempt for an inhabitant to leave the surface so that the secret existence of fairies remained a secret to the human world. This place is also where the source of fairy magic came from.
The location is also home to a large police force of fairies known as L.E.P.RECON, the Lower Elements Police Reconnaissance, a police force that employed a large number of offices and organized into squads directed by captains overseen by a commander, mainly Commander Root who briefs her forces to do their assignment with Foaly serving as the the residential tech genius and gadgeteer who was sent to look for an unknown runner who reached the surface, leading Root to order Foaly to investigate it as well as sending Holly Short to investigate the clues of the runner which was later revealed to be a troll that crashed a wedding, showing that the L.E.P.RECON organization is a place where L.E.P.RECON forces are mainly done. L.E.P.RECON also included protection of the Aculos, the fairies' most valuable treasure and more generally protecting it against jeopardizing the existence of fairies.
In addition to containing L.E.P.RECON, Haven City is also home to Howler's Peak, a prison run by goblins which was said to be the worst prison someone could be sent to where Mulch Diggums was sent to prison for a large amount of years. However, during a briefing, Commander Root warned her forces that if any of the members jeopardize the secret existence of fairies, she would have them be sent to Howler's Peak. Mulch was sent to help rescue Holly from Fowl Manor after Jamine Sapwood appeared, planning to reduce his sentence in Howler's Peak and give him a cell without any goblins inside, planning to break into Fowl Manor and retrieving the Aculos.

Haven City is described as a large civilization which had an organic feel as if it were a place inhabited by people almost equivalent to a large city inhabited by humans. Despite having technology, the residents who live in Haven City did not abandon Earth. The art department also had a vision between architecturally pure and magically inventive ideas, describing the area as if it were an "underground, wacky Shangri-La" as well as being an area the size of an ocean albeit without water which the fairies used to escape into their own world to escape the human actions being a threat to them on the surface[1].
