Summary[]
X Middle School has gone Canada Crazy - and the ambassador's son is staying over, along with his assistant Penny Madrid, who happens to be an old partner in crime with Fillmore. Winston Kotter, the Canadian ambassador, turned Penny around just as the Safety Patrol turned Fillmore around - but Fillmore can't help but suspect something is up, especially as a huge supply of counterfeit baseball cards appear. Unfortunately for Fillmore, Winston has full diplomatic immunity and plans to pin the crime on Penny. Without the power to officially bust him, what can Fillmore and the Safety Patrol do?

Act One: The Sweet Song Of Diplomacy[]
During X Middle School's charity fundraiser to celebrate the visit of the Canadian ambassador's son, Winston Kotter, Fillmore encounters Penny Madrid, an old friend from his delinquent days. who now works for Winston managing his fundraisers. Meanwhile, Ingrid catches kid packing up suspicious boxes who runs when confronts, but when they catch him, he is revealed to be Winston's bodyguard Jack Staples. Though Jack and Winston are obviously scheming something, Folsom dismisses any possible charges because she is unwilling to risk an international incident. Fillmore questions Penny, who insists Winston is clean and reveals he turned her life around the same way the Safety Patrol did for Fillmore. To further the investigation on Winston, Fillmore and Ingrid are forced to go through the proper bureaucratic channels because of his diplomatic immunity while the Safety Patrol is swamped with a surge of counterfeit baseball cards. Fillmore and Ingrid retrace Jack's escape route and find a vail of high-quality printing ink, which Fillmore realizes is connected to the counterfeit baseball cards; Winston is behind the counterfeit's running around the school. Though they are unable to officially investigate Winston, they return the vial to warn him they are onto him, prompting Winston to order Jack to impede them. Refusing to let Winston get away with his crimes, Fillmore and Ingrid decide to take down his operation by themselves. Fillmore questions Penny again while checking some crates of Winston's charity auction items for evidence, finding blank cards that can be used to make counterfeits, but he's ambushed by Winston's goons wearing hockey gear.
Act Two: The Syrup Runs Slow[]
Fillmore defeats the hockey goons and uses a badge he took off one of them to convince Penny to help. They ask Penny to look into Winston for them while they return the badge to Winston to further pressure him. Winston insists he completely immune, but Fillmore makes it clear otherwise. Vallejo warns them about going outside proper channels again, threatening to take away their badges if they do. Fillmore gets a call from Penny who reports that Winston is bringing in new printing plates to finish printing his next batch of counterfeits. Following Penny's lead FIllmore and Ingrid and spy on Jack making the exchange for the plates. Jack flees when he's spotted and manages to escape. With Jack onto them, Fillmore tries to convince Penny to cease spying, but she insists on finding out where Winston stashes his printer and asks Fillmore for a date after the case is done. While the Safety Patrol learns from forensics that the counterfeit cards have a high chlorine content, Penny calls Fillmore to report the printer's location, only to be interrupted and captured by Winston.
Act Three: The Past Casts A Long Shadow[]
Fillmore is too late to find Penny and decides to find the printer in hopes it will lead to her. After more forensics shows the ink Jack had didn't contain chlorine, Ingrid realizes that it must have gotten into the cards during the printing process. This leads them to the abandoned pool building. When Vallejo tries to stop them, threatening their badges again, Ingrid and Fillmore willingly give them up and go on with their mission, leaving Vallejo in doubt about his decision. Fillmore and Ingrid find the printing operation in the drained pool with Winston planning to pull out his operation and pin the crime on Penny. Though they can't bust Winston, they still sabotage his operation by filling the pool, capturing his goons, and ruining his counterfeits. Winston gets in their way and insists he can still salvage his operation, only for Vallejo and the Safety Patrol to arrive on an unofficial mission and destroy his printing equipment. Vallejo warns Winston that he can't report their actions without implicating himself and that even though the Safety Patrol can't officially arrest him, they can still make his life a nightmare if he tries to cause any more trouble. Afterward, Vallejo returns Ingrid and Fillmore's badges, admitting they were right. Even though Winston's operation is destroyed, Fillmore discovers a portion of his counterfeits are unaccounted for. During his dinner with Penny, Fillmore discovers that she had stolen the remaining counterfeits, deducing that she was in on Winston's operation from the start and used him to bring down Winston so she could profit from the remaining cards. Penny pleads with Fillmore to look the other way for the sake of their friendship, but Fillmore refuses to be tricked a second time and leaves to report her.
