Kat Swan is an antagonist that appears in the Disney Channel series Moon Girl and Devil Dinosaur. She is the owner of the annual dog show who seeks to control canines to her whim.

Kat Swan appears in Moon Girl and Devil Dinosaur in the episode "Dog Day Mid-Afternoon". As explained by Franklin, Kat loved dogs, but they did not love her back. She eventually found a unique dog whistle that not only controlled dogs, but allowed them to do her bidding. She opted to use her status to bring dogs together at the annual dog show so that she can amass an army and use them to her advantage. She did not count on the appearance of Franklin, Moon Girl, Devil Dinosaur, and Pops Lafayette, who found out about her scheme and proceeded to thwart her.

- Kat Swan shares some similarities to Melissa Morbeck, a philanthropist who was obsessed with wanting to control animals. She was the arch-nemesis of Squirrel Girl.
- Her name is an obvious play on Cat and Swan, the former of which is usually seen as an "enemy" of dogs.
