Keegan Connor Tracy (born Tracy Armstrong; December 3, 1971) is a Canadian actress who is best known for her roles as Kat Jennings in the 2003 supernatural horror film Final Destination 2 and as Miss Watson on the A&E thriller drama series Bates Motel in 2013.
She is also best known for her role as The Blue Fairy/Mother Superior on the ABC fantasy-drama series Once Upon a Time from 2011 to 2013. She will play Belle in Descendants.
She also played Shelia in Duets.
