L.E.P.RECON (Lower Elements Police Reconnaissance) is an organization from the 2020 Disney+ original film Artemis Fowl.
Background[]
L.E.P.RECON is a police organization that was dedicated to protecting the fairies who live in the underground world of Haven City. The name is derived from the human word "leprechaun", a supernatural being from Irish folklore.
L.E.P.RECON is shown to employ a large number of officers, organized into squads led by captains, and overseen by a commander as well as having a duty of protecting the Aculos, the fairies' most valuable treasure. Other tasks L.E.P.RECON can do include arresting thieves (such as a dwarf named "Mulch Diggums"), searching for dangers in the surface (such as stopping a rampaging troll), or rescuing a member of theirs who is captured. Their actions are often monitored by a group of executors and certain measures require direct approval from them before they can begin their assignments. While there are several officers who work for L.E.P.RECON in addition to containing Holly Short who serves as one of the officers and Root who serves as the organization's commander, certain members have names assigned to them, namely Trouble Kelp, Grub Kelp, Chix Verbil, Kanker, Bud, Burr, and Sky Willow.
Role in the film[]
Since the disappearance of a very valuable treasure known as the Aculos, L.E.P.RECON went on a high alert to find it and make sure it is safe. Following this, Commander Root sent various active duty forces to Haven City in the hopes of recovering this valuable artifact. She then gave a warning to anyone who is caught endangering the secret existence of the fairies would be imprisoned at Howler's Peak.
As everyone was sent to search for the Aculos, Commander Root received an alert from Foaly, a centaur who serves as L.E.P.RECON's tech who told her that there is an unknown runner who reached the surface, resulting Root to order a L.E.P.RECON force to find the case of the runner only to find out that all the active duty officers were in downtown to find the Aculos; Root then summoned Holly Short, daughter of the disgraced officer Beechwood Short to investigate the case of the runner, who was later revealed to be a troll, leading Root to summon a team of L.E.P.RECON officers to stop the troll and later a Time Freeze which was placed over the wedding the troll has crashed.
When Holly was ordered to return to the headquarters, she instead took a detour in a plan for her to clear her father's name; however, she only found her father's identification tag and was later captured in placed into Fowl Manor in a cage, causing Foaly and Root to lose contact. Following the capture, Root ordered a group of L.E.P.RECON officers in a plan to rescue Holly, planning to place a Time Freeze over the Manor as well as resulting in a siege. Artemis Fowl Jr., with the help of Domovoi Butler, destabilized the Time Freeze. After having a negotiation with Artemis, Commander Root then summoned Mulch Diggums in a plan to help recover the Aculos for Haven City, resulting in Mulch being tasked to find the treasure, which was located in a safe hidden by a portrait of Artemis Fowl Sr.
Meanwhile, Briar Cudgeon, who is secretly working for Opal Koboi, appeared and then wrested control from Root, just as Cudgeon sent the troll into Fowl Manor to kill all the survivors inside Fowl Manor; however, the survivors who were inside Fowl Manor managed to knock out the troll; although Domovoi Butler was injured throughout the battle. The L.E.P.RECON officers, who were aware of Dom's injury, began to ignore Briar Cudgeon, were able to unlock Holly's magic, resulting her to successfully restore Dom back to life. Suddenly, the Time Freeze began to collapse, resulting in the surviving L.E.P.RECON officers to retreat, due to the destabilization of the effect. After Artemis Sr. was saved thanks to the magic of the Aculos which Holly used to help Artemis Jr. rescue his father, Holly returned to Haven City where she returned to the L.E.P.RECON offices where a large group of L.E.P.RECON staff members cheer for her for being a heroine, thanks to the Aculos that was restored.

- In the original source material, Trouble Kelp, who is one of the L.E.P.RECON members from the film, is depicted as a male character in most of his appearances. In the film adaptation of Artemis Fowl, Kelp was played by a female actress, Chi-Lin Nim, indicating that this depiction of Kelp is a female in the film adaptation, unlike in the original material where Kelp was depicted as a male.
