"License to Dress" is the second segment of the twenty-fourth episode of Special Agent Oso. It premiered on April 18, 2009 alongside "Dr. Off", and is the final episode in the first season.
Plot[]
Oso is in training to dress into his scuba gear over his tuxedo and swim across the lagoon from R.R. Rapide to Wolfie's boat for a fancy party. He tries remembering how to keep his tuxedo dry while swimming across the lagoon when he receives a special alert and gets his tuxedo all wet. He helps a boy, Frank, get dressed for school before Frank leaves for school. Even Oso learns to dress by himself as well.

- The episode's title is a reference to the James Bond film License to Kill.
- Also in the scene where Oso's removing his wetsuit to reveal a tuxedo underneath from Goldfinger.
- Rapide appears in the background, but he has no lines.
- Oso's line "Fizzy, not flat" is an oblique reference to James Bond's catchphrase, "Shaken, not stirred", both referring to how they prefer to have their drinks prepared.
- This is the last Season One episode in which Oso says "Special assigment accepted". He will say it one more time in "A View to a Fire Drill".
