Officer Miller is the main antagonist of the 2021 Disney+ original film Flora & Ulysses. Originally a garden warden, Miller was demoted after a rabid squirrel attack, causing him to find a new job as an animal control officer who works at the Miruna County Animal Control at Vancouver, Canada. He is always shown to be strict when it comes to several animal-related incidents that occur within the suburban community of Vancouver where he does not hesitate to deal with these incidents.

Miller is an animal control officer who works for the Miruna County Animal Control at Vancouver, Canada. Whenever an animal-related incident happens in town, he would occasionally visit the situation where the incident was reported like what happened at the Giant Donut Diner where Ulysses was trying to demonstrate his skills in being a superhero. He is shown to be strict in taking care of rabid animals that occur, not hesitating to deal with animals working alongside a group of animal control officers whenever an incident occurs.

Miller is first seen exiting his truck where he approaches Rita who tells her about the squirrel he is looking for that caused an incident at the Giant Donut Diner. As he goes into a conversation with Rita, he tells her that squirrels are wild animals, despite being docile, explaining that it's his job to keep the town safe from any animal-related incidents. Later, Miller who is at his office reads an online article about his past duty in being a garden warden who was demoted during a rabid squirrel attack, reminding him of Ulysses, equipping himself with Snoozi tranquilizer guns so that he can capture the squirrel as he trains himself in shooting a squirrel-shaped target.
The next day, Miller uses his laptop where he sees footage of several diners and one of them having footage of Ulysses which Rita thinks the squirrel is spreading rabies at the restaurant which Rita finds out that this event happened before, trying to track down the squirrel. He later knocks on the door to get George's attention where he engages in a private conversation at the apartment, just before Flora hides Ulysses, which George tells him that the squirrel is gone, only for the conversation to interrupt when Mr. Klaus pounces onto Miller, injuring him, which George and William trick him just before Miller tosses him into a pool while trying to take care of the cat.
Later, Miller is outside the apartment planning to watch over the apartment where George warns Dr. Meescham that the animal control is keeping a surveillance. Miller later returns to the Donut Diner where he reads an article about Phyllis Buckman showing no signs of coming out of her slump, which could be linked to Ulysses. Furthermore, Miller arrives at the remains of the Splash Rapids water park where he spots Ulysses while Flora and her mother reconcile with each other. Just as he shoots a dart at Ulysses, Miller and a group of animal control officers confront George, telling him to stay away from the squirrel. This results in Ulysses to be captured for the animal control facility, just as Miller plans to euthanize the squirrel.
Just as Flora, her family, and William arrive to save Ulysses, Miller and a group of animal control officers and doctors chase after the Buckmans who are trying to get to get Ulysses out of his cage. Later, Miller confronts the Buckmans and William who try to keep them away from Ulysses just before George engages in a confrontation against Miller, just as Ulysses escapes from his cage (which George secretly clipped the lock from his cage to free him) via tube while Miller continues confronting him, only for Mr. Klaus to continue pouncing and scratching him, just before he continues to go after George. As he tranquilizes George just before he falls off, Ulysses saves him from falling off the building just as Ulysses rescues him, much to Miller's shock of Ulysses' heroic actions.
At the end of the film, Miller approaches the Buckmans and confronts them to know where Ulysses is. However, all around him, Miller sees trees filled with squirrels on them, which frighten him, causing him to retreat from the squirrels. Furthermore, in a mid-credits scene, Miller is seen dating with Rita just before she introduces Mr. Klaus, the cat, as her best friend. Mr. Klaus attempts to pounce on Miller, causing him to react in fright.

- Danny Pudi, who played Miller, also voiced Huey from the DuckTales reboot. Ben Schwartz, Bobby Moynihan, and Kate Micucci, who participated in Flora & Ulysses, also voiced Dewey, Louie, and Webby respectively in said series.
- Ironically during the part where Miller is at his office preparing to arm himself with tranquilizer guns, there is a picture of three ducks wearing red, blue, and green-colored hue bands respectively representing the colors of clothes that Huey, Dewey, and Louie wear.
- One of Miller's lines, "Squirrels don't fly - they leap great distances", is a possible reference that flying squirrels do not actually "fly" but are limited to gliding or falling with style.
