Oberon De Spair is a villain who appears twice in the PKNA comics.
He is a terrorist who works for the Belgravia Republic, and fancies himself an "Agent of Chaos". He has Morgan Fairfax freed to help him, but they are stopped by The Duck Avenger.
The second time he appears, he's disguised as Belgravia's President Nestor Grimka, to gain access to nuclear warheads and perform chaos even the real president wouldn't allow. he plans to dispose of the original Grimka, though the day is saved in the end.
