Philip Edward "Phil" Hartmann was a Canadian-American actor, screenwriter, graphic artist, voice artist, and comedian, best known as a cast member on Saturday Night Live from 1986 to 1994, Bill McNeal on NBC's NewsRadio, Captain Carl in the first season of Pee-Wee's Playhouse, and for voicing Troy McClure, Lionel Hutz, Evan Conover, and Lyle Lanley in The Simpsons from 1991 until his death in 1998.
