Philip George "Phil" Proctor is an American actor, voice actor, and a member of The Firesign Theatre. He is best known for voicing Howard DeVille in Nickelodeon's Rugrats and All Grown Up!.
For Disney, he voiced Mr. Future in Fun with Mr. Future, French Mouse in The Rescuers Down Under, Pizza Planet Announcer in Disney/Pixar's Toy Story, grasshoppers in A Bug's Life, Max and Captain Gerow in Tarzan, Charlie Proctor in Monsters, Inc., Blinko in Treasure Planet, Sheldon's father Bob in Finding Nemo, and various other characters in many other Disney films and television shows.
