Philip Proctor is an American actor, voice actor, and a member of The Firesign Theatre. Proctor is best known for voicing Howard DeVille in Rugrats and All Grown Up.
For Disney, he voiced Mr. Future in Fun with Mr. Future, French Mouse in The Rescuers Down Under, Bowling Announcer in Disney/Pixar's Toy Story, Slick in A Bug's Life, Max in Tarzan, Charlie Proctor in Monsters, Inc., Blinko in Treasure Planet, Sheldon in Finding Nemo, and various other characters in many Disney films and television shows.
