The name of this town is the union of that of the Italian villages Portovenere and Monterosso. It could also be a reference to Studio Ghibli's Porco Rosso, also set in Italy.
Portorosso can be seen as an advertisement on a travel agency window in Pixar's previous film, Soul.
Several cars seen in Portorosso are reused models from Cars 2, specifically the Piaggio Ape. Additionally, a teal Fiat 500 can also be seen when Luca and Alberto explore the city around them.
The end credits show that the statue of the central fountain has been replaced with the "Smuca" statue, suggesting the town has removed its anti-sea monster imagery to showcase their newfound acceptance/respect to the species.
