The Raft is an underwater prison created for the sole purpose of detaining and incarcerating enhanced individuals.

Captain America: Civil War[]
In 2016, as the Battle at Leipzig-Halle Airport ended, Sam Wilson, Wanda Maximoff, Clint Barton, and Scott Lang were captured by Thaddeus Ross and taken to the Raft for working outside the law. Tony Stark flew to the Raft to tell Wilson that he believes Steve Rogers' story about Baron Zemo. Stark landed on the Raft and was greeted by Ross before heading to the cells. As he was heading into the cells, he caught footage of Maximoff in the cell, and was disgusted by how Ross had treated her.
Before entering Stark took out the footage so that Ross and his team couldn't hear his conversations with them. When Stark entered the room, he was mocked by Barton, but Stark told Barton that he didn't know they would be put there. Since the Raft was built for criminals, Barton claimed that they were all now. Stark then walked past Lang who said that you can never trust a Stark, which Stark came back by not knowing who he was.
Stark then met with Wilson. Stark told Wilson that he believed Rogers and that he needed his help to tell him where Rogers and Bucky Barnes had gone. Wilson told Stark about the HYDRA facility in Siberia and the Winter Soldiers which Zemo was planning to reactivate, and told him to go alone as a friend. Stark then left the Raft, much to Ross's suspicion. Steve Rogers managed to infiltrate the Raft where he engaged into a confrontation with the US Marshals. Rogers successfully defeated the Marshals and released Clint Barton, Sam Wilson, Wanda Maximoff, and Scott Lang from custody. He was assisted by Natasha Romanoff as well.
The Falcon and The Winter Soldier[]
In 2024, the Dora Milaje took Helmut Zemo to the Raft. One day, while in his cell, Zemo heard from his radio about the explosion of a prison transport that killed three of the remaining Flag Smashers and smiled, knowing that his butler Oeznik had succeeded in their plan.
Captain America: Brave New World[]
Following the recapture of Samuel Sterns, who had manipulated Thaddeus Ross to become Red Hulk, both individuals were arrested and taken to the Raft. Sam Wilson visited Ross, and the two remarked on the condition of the cell and food. Wilson informed Ross about the success of his treaty regarding the Adamantium found on Celestial Island. Betty Ross arrived to visit her father, and the two finally reunited, having spent years estranged. Wilson later visited Sterns in his cell, and Sterns warned him about the future where he would need to protect their world against the threat of other worlds in the Multiverse.
