Rooster Hannigan is the secondary antagonist of Annie. He is Miss Hannigan's brother and Lily St. Regis' boyfriend.

Plot

Serving as Miss Hannigan's henchman in the plot, Rooster tries to steal money from Oliver Warbucks by dressing up like Annie's fake father along with Lily dressed up as Annie's fake mother. He later wants to kill Annie along with Miss Hannigan but Lily, the orphans, and F.D.R. stop and arrest him, Miss Hannigan, and Lily at the end.
