Rooster Hannigan is the secondary antagonist and Miss Hannigan's brother in Annie.
Plot
Rooster tries to steal money from Oliver Warbucks by dressing up like Annie's fake father along with Lily dressed up as Annie's fake mother. He later wants to kill Annie along with Miss Hannigan but Lily, the orphans, and F.D.R. stop them and sent him, Miss Hannigan, and Lily to jail in the end.
