The Seedy Prisoners are characters who are featured in the original Pirates of the Caribbean attraction.
Description[]
They are a group of pirates who were arrested and placed into prison of unknown crimes during their search for gold at Puerto Dorado located at Isla Tesoro. When they ended up in jail, a scruffy dog foolishly locked them up, leaving them imprisoned[1]. After their arrest, they attempted to lure the dog carrying the keys to their cell to help grab the keys to free them by using a bone to lure the dog so that they could escape, much to their unsuccessful plans.
Due to the success of the attraction at Disneyland, the Pirates of the Caribbean attraction was later constructed at Walt Disney World, Tokyo Disneyland, and Disneyland Paris, still featuring the scene with the imprisoned pirates in it.

In most versions of the attraction, the prison scene is one of the last scenes passed through where the prisoners are seen asking the Prison Dog holding a keychain in its mouth asking it to give them the keys so they can escape much to no avail.
In the Disneyland Paris version of the attraction, the scene with the seedy prisoners is accessed before the first drop where they are seen asking the dog to help them escape their prison cell just before the boat drops to arrive at the Isla Tesoro area.
Pirates of the Caribbean: Battle for the Sunken Treasure[]
The scene where the boat passes through the prison scene featuring the prisoners asking the dog to free them was recreated and redesigned, albeit depicted as dead skeletons instead.

Pirates of the Caribbean: The Curse of the Black Pearl[]
As the films feature elements from the original attraction, a different group of prisoners similar to the ones found at the ride make an allusion to the ones in the ride. As Jack Sparrow is sent to prison after his encounter with Will Turner at the smithy, the prisoners are seen trying to call the dog to help free them to which Jack explains to them, "You can keep doing that forever, the dog is never going to move". Suddenly, cannon fire from the Black Pearl is heard outside the prison where Jack looks at the Pearl attacking Port Royal to which one of the prisoners explains that he has heard stories about the Pearl hunting down ships for nearly ten years leaving no survivors over the years just as the crew of the Black Pearl attacks Port Royal. Later during the raid, a cannonball fired by the Pearl broke a hole into the prisoners' cell and they manage to escape their cell, leaving Jack behind in his cell (with one of the prisoners sympathizing Jack for his lack of luck); however, Will Turner manages to get Jack out of prison the next day. The prisoners are not seen again after that.
The prisoners in Pirates of the Caribbean: The Curse of the Black Pearl were played by Michael Sean Tighe, Ben Wilson, Antonio Lozano, and Mike Babcock respectively.

Ghost versions of the prisoners also appeared in the Sea of Thieves expansion that is considered non-canonical to the film's universe. Amongst one of the ghost prisoners is Old Bill.

- In Pirates of the Caribbean: The Curse of the Black Pearl during the scene where Jack Sparrow was arrested and thrown into prison, Jack makes an allusion to the original Pirates of the Caribbean attraction, telling the prisoners, "You can keep doing that forever, the dog is never going to move".
