In the Imperial City, the Chancellor warns the Emperor that the Rourans have invaded China, causing disruption across the country. He warns that if the Rourans continue to live, the kingdom will fall. The Chancellor explains that leader behind this assault was Böri Khan, to which the Emperor explains that he killed him but it was actually his son just as he resurrected the Rouran army to take revenge. The Emperor then devises a plan to build a mighty army to destroy the Rourans and their witch Xianniang. A guard approaches the Emperor, telling him that Böri Khan has a very powerful army consisting of Xianniang and a group of Rourans, which the Emperor brings a decree to build a mighty army to defeat Böri Khan by bringing every man of a family to join the army, planning to send in the Imperial Army to save the Imperial City.
Later, the Chancellor approaches the Emperor, telling him that Böri Khan and his Rouran army have survived the avalanche which the Emperor tells him that he must act in a plan to kill Böri Khan like he did when he killed his father. Afterwards, the Chancellor plans to assemble every Imperial guard to protect the city from the Rourans while Mulan and the Imperial Army arrive at the Imperial City to fight off the Rourans. Later, the Emperor wears battle armor in a plan to kill Böri Khan leading a group of guards to fight off Khan and his men. Soon as the Emperor faces Böri Khan, he orders the Rourans to kill the Emperor just as they tie him up, leaving him unable to attack just as the Böri Khan commands his soldiers to kill the soldiers of the Imperial Army. Xianniang leads Mulan to the workshop where the Emperor was held hostage by Böri Khan, but Xianniang sacrifices herself to save the Emperor with Böri Khan killing her in progress.
Mulan manages to fight off against Böri Khan and then rescue the Emperor who was tied up. Having rescued the Emperor, Böri Khan attempts to kill Mulan, but the Emperor protects Mulan just as she redirects the arrow back to Böri Khan, killing him, followed by the Emperor being saved. The Emperor then honors Mulan for saving the Imperial City, telling her to take her place as an officer of the Emperor's guard. However, Mulan recaps of the dishonor she did earlier, which she explains to him that she pledged an oath to be loyal, brave, and true and in order to fulfill it, she decides to return home and make amends to her family which the Emperor accepts just before Mulan leaves.
