There maybe other characters in the picture but in my opinion it focuses more on the José Carioca. Only a portion of Minnie is scene and Ariel and Eric are only part of the background, so from an experienced point of view it doesn't need to be added to those other galleries no matter if they are in the picture. It's called using common sense.
