Toby Edward Heslewood Jones, OBE, is an English actor and voice actor, who is best known for his roles as Dobby in the Harry Potter film series and Claudius Templesmith in The Hunger Games franchise.
His Disney roles include portraying Mr. Smee in the 2004 Miramax film Finding Neverland, Arnim Zola in Captain America: The First Avenger, Agent Carter, Captain America: The Winter Soldier, and the Disney+ series What If...?, and Prado Museum Guard #2 in Muppets Most Wanted. He also voiced Owl in the 2018 live-action film Christopher Robin and played Basil Shaw in the 2023 film Indiana Jones and the Dial of Destiny.
