Toby Jones is an English actor who is best known for his roles as Dobby in the Harry Potter franchise and Claudius Templesmith in The Hunger Games franchise.
His Disney roles include portraying Mr. Smee in the 2004 Miramax film, Finding Neverland, Arnim Zola in Agent Carter and Captain America: The Winter Soldier, and Prado Museum Guard #2 in Muppets Most Wanted. He also voiced Owl in the 2018 live-action film, Christopher Robin.
